Trees and Planning - Council consultation

Tandridge District Council is asking for comments on its draft policy document about trees and planning applications which can be read on this link click here

The consultation runs until 5pm on 12 June 2017. Please do take part and send comments to the Council by:

There are 3 points that we would like to suggest:

1. Pre-emptive felling: (page 13) the text should be strengthened to say that there should be a requirement to replant regardless of whether planning permission is subsequently applied for or granted. The text should specifically include pre-emptive damage such as ring-barking which destroys a tree but does not fell it.

The key consideration should not be watered down with the words "unless the Council considers there is an overriding justification not to do so" and these words should be removed from the text.

2. Felling/damage after planning permission is granted: existing trees that are relied on and form part of a planning permission are sometimes damaged afterwards despite the commitment to preserve them. The document should be strengthened to include a strong deterrent for this behaviour.

3. Enforcement: we believe lack of enforcement is a growing problem and increasingly policies and agreements are being flouted by developers. The document should contain a much more robust commitment to enforcement (especially when trees with TPOs are destroyed), to monitoring enforcement performance, and to publishing the performance record with details of infringements.
